 The VAG system on the 2010 newer VW group cars are unlock by a VW server with the code.  when access is needed for any thing security the scanner connects to a VW server. it gives the server the VIN and a password the car, and you need a dealer code for this, the server checks both if correct, it sent the VAG code back to the scanner to unlock the VAG system. you never see the code.
